The honest answer

The Hooga HG1000 scores 65/100 ("Good swap"): its CE safety test certificate is published, but its output figures are the brand's own and no independent measurement of this model exists. The PlatinumLED BIOMAX 450 isn't scored because we couldn't verify a safety record. The best-evidenced panel, the MitoPRO 1500+ (77/100), costs $1,169, just over budget. No panel here reaches 80.

How this list works: products come from our comparison pages; order is Renvo Score first (where one exists), then price. We don't test products hands-on. "Best for" here means the strongest published evidence and price within the stated budget, not a test result. Commission never affects order. Method
